Summary

One whole new factor to weigh: power for elderly and disabled customers.

The bill adds one new factor the Public Utility Commission must weigh when it decides whether to approve an electric utility's resiliency plan. That factor is how much the plan improves reliable power for vulnerable customers, including elderly people and people with a disability. Regulators reviewing these plans must now look at service to those customers alongside system resiliency and cost, starting immediately or on September 1, 2025.
