Summary

Below market rate, no advertising, no competitive bidding.

The bill lets the state health department lease unused land or buildings on the Austin State Hospital campus below market rate and without advertising or competitive bidding. It applies only when the executive commissioner finds the property is not being used, the tenant is a unit of local government, and the property will be used for mental health services, including jail diversion. On the ground, a local government could get a cheap, no-bid lease on that one campus for mental health programs starting September 1, 2025.
