The bill requires the state environmental commission (TCEQ) to weigh the combined health and property effects of air emissions from a facility plus all other facilities within three miles when it decides on new air permits and on permit renewals. It touches industrial plants applying for or renewing air permits, the commission that reviews them, and people living near clusters of facilities. Starting with applications filed on or after September 1, 2025, the commission can no longer judge a plant's emissions in isolation and must account for what neighboring plants already put in the air.
