Summary

Own taxable land or live there. Just voting there no longer counts.

The bill changes who can sit on the board of a municipal utility district. A director must be at least 18, a Texas resident citizen, and either own taxable land in the district or have a principal residence there; simply being a qualified voter in the district no longer counts on its own. Sitting directors finish their terms, and the new rule applies to anyone elected or appointed on or after September 1, 2025.
