Summary

Sued by the city? The air permit renewal hears about it.

The bill tells the state environmental agency to count lawsuits and enforcement actions brought by local governments against a concrete plant when it decides whether to renew that plant's standard air permit. It touches permanent concrete batch plants that do wet batching, dry batching or central mixing and run under the state's standard air permit. Starting with renewal applications filed on or after September 1, 2025, a plant's record of local enforcement becomes part of its compliance history at renewal time.
