Summary

Public and private universities join police on the list. No use limits, no security terms, no sanctions.

The bill rewrites the rules on who the Texas Juvenile Justice Department may share juvenile justice records with. It adds public and private universities to the list of approved recipients, alongside police and justice agencies, the education agency, health and human services agencies, and the family protective services department. It also deletes the old path that let other researchers get identifiable records only under a signed agreement with use limits, security and confidentiality terms, and sanctions, so universities now get that access without those written safeguards.
