relating to contested case hearings on the issuance, renewal, or revocation of authorizations to use certain standard air quality permits.

Summary

Anyone can ask for a hearing on issuing, renewing or revoking one.

The bill lets a person ask for a contested case hearing when the state issues, renews, or revokes an authorization to use a standard air quality permit, if the person says the action conflicts with the Texas Clean Air Act chapter. It touches facilities that rely on standard air permits, nearby residents and others who want to challenge them, and the state environmental agency that handles the permits. Starting with applications filed on or after September 1, 2025, these permit authorizations can be challenged in a formal hearing process instead of being exempt from it.
