THE TEXT

Bill text, introduced version (I)

The bill creates a new per-barrel fee on out-of-state oil and gas waste. The caption honestly says it imposes a fee, so this is a tag, not a bait-and-switch.

Summary

The payer can pass it back to the producer, no matter what a contract says!

The bill orders the Railroad Commission to charge a fee of 20 cents per barrel on oil and gas waste that was produced outside Texas. It touches whoever pays to dispose of that out-of-state waste, and it lets that payer pass the cost back to the producer no matter what a contract says. The money goes into the existing oil and gas regulation and cleanup fund starting September 1, 2025.
