Summary

Starts with the 2026-27 budget cycle.

The bill adds a rule to state law that tells the legislature to fund Texas public universities partly based on outcomes, starting with the 2026-27 budget cycle. It touches general academic teaching institutions, the state's public universities, and how their state formula money is split. At least 15 percent of the total formula and performance money would be tied to measures that reward getting students to graduate on time.
