Summary

Places of worship too. Applies to new and major kilns.

The bill bars the state environmental agency from issuing air permits for new cement kilns, and federal operating permits for major cement kilns, within 440 yards of a school or place of worship. It touches cement kiln operators and the people who use nearby schools and churches.
