Summary

Four offices, an ancestry database, freedmen ID cards and legal help with reparations claims.

The bill creates a new state agency, the Texas Freedman's Bureau, run by five governor-appointed commissioners with a paid director and staff, attached to the Health and Human Services Commission. It is aimed at Texans who can show they descend from freed slaves of 1861 to 1868, and it directs other agencies, including the comptroller, attorney general, DPS and Parks and Wildlife, to help it. On the ground, the bureau would open offices in Bexar, Dallas, Harris and Travis counties, build an ancestry database, issue freedmen ID cards, give legal help with reparations claims, and push for the term "freedmen" in state and local demographic data.
