Summary

Only with every affected landowner’s written consent and the rights-of-way already bought.

The bill lets an electric utility build a longer transmission line without first amending its state certificate, raising the limit from three miles to five miles for lines that run to a substation or metering point serving customers. It touches electric utilities, the state utility commission, and landowners along short new lines. On the ground, more short lines can be built without a new commission certificate case, but only if every directly affected landowner gives written consent and all rights-of-way are already bought.
