County attorneys’ wins go to the county, city attorneys’ to the city.
The bill decides where the money goes when a local prosecutor wins a civil penalty against someone for breaking Texas massage therapy laws. Penalties won by a district or county attorney go to the county's general fund, and penalties won by a city attorney go to that city's general fund. Local governments that bring these cases keep the penalty money starting September 1, 2025.
