Summary

Earn less than $10M in interest? Recycling grants get all of it.

The bill takes interest earned by the Texas emissions reduction plan fund and sends up to $10 million of it to recycling infrastructure projects that reduce emissions. The money goes through the existing Recycling Innovation Grant Program, run by the state environmental commission. If the fund earns less than $10 million in interest, all of the interest goes to those recycling grants instead of staying in the fund.
