Summary

Seven hours a day for 180 days becomes 43,200 minutes a year.

The bill changes the time rule for juvenile justice alternative education programs from seven hours a day for 180 days to at least 43,200 minutes of instruction per year. Programs can still ask the Texas Juvenile Justice Department for a waiver, but the waiver cannot exceed the most instructional minutes the commissioner waived that year for any school district the program serves. Starting in the 2025-2026 school year, these programs count instruction in minutes instead of days, which matches how public schools count time.
