THE TEXT

“the municipality has a population of more than 10,000 but less than 19,000”

Bill text, introduced version (I)

Combined with a county bracket of 1 million to 1.5 million, this population window aims a statewide code change at a handful of cities, and possibly one. The caption's "certain emergency services districts" hints at narrowness but never says which places are covered.

It only reaches cities with between 10,000 and 19,000 people in counties with between 1 million and 1.5 million people. A qualifying city can pull its territory out of the district on request, and the board has no choice but to comply.
