Summary

Not just neighbors within 440 yards anymore.

The bill lets the city or county where a new concrete plant would be built ask the Texas Commission on Environmental Quality for a contested hearing on the plant's permit. Today only people living in a permanent home within 440 yards of the proposed plant can ask for that hearing, and that group stays covered. Starting with permit applications filed on or after September 1, 2025, local governments get their own seat at the table to challenge concrete plant permits.
