Summary

Certified veteran-owned Texas businesses get the same state contracting status.

The bill adds small businesses owned and controlled by veterans, and certified as veteran-owned by the U.S. Small Business Administration, to the state's definition of a historically underutilized business. That definition is used in state contracting, so these veteran-owned firms with a principal place of business in Texas become eligible for the same contracting status as the businesses already listed. Starting September 1, 2025, state agencies would count these certified veteran-owned firms as historically underutilized businesses in purchasing.
