Summary
Passport, birth record or citizenship papers. Lawful residents have no listed way to qualify.
This bill bars any auto insurer, including county mutual companies, from selling or renewing a personal car insurance policy in Texas unless the customer shows proof of U.S. citizenship. The only accepted proof is an unexpired passport, a certified birth record that establishes identity, or U.S. citizenship papers, so every Texas driver buying personal auto coverage is touched, and non-citizens, including lawful residents, would have no listed way to qualify. Starting with policies issued or renewed on or after January 1, 2026, insurers must collect one of those documents before writing or renewing coverage.
