Summary
No five-program cap, no $6 billion property value test.
The bill removes the cap that limits a public junior college to five baccalaureate degree programs at a time. It also drops the rule that a junior college district must have at least $6 billion in taxable property value before offering a bachelor's degree, leaving only the positive financial health assessment. More community colleges can offer more four-year degrees, still subject to ongoing coordinating board approval.
