Summary

Colleges and universities join executive-branch state workers.

The bill extends an existing state paid parental leave rule so it also covers employees of public colleges and universities. Before, the rule covered executive-branch state workers but left out institutions of higher education; now it includes them. State university employees who take leave for a birth, a spouse's birth, a surrogate birth, or an adoption would get the same paid leave treatment as other state workers starting September 1, 2025.
