Summary

Special education or 504 teams list needs and tell emergency planners.

The bill requires the special education committee or Section 504 team for each student with a disability to decide whether that student needs specific help during mandatory school drills, list the needs, recommend accommodations, and send that information to school emergency planners. It touches students with individualized education programs or 504 plans, their committees, school districts, and the Texas Education Agency, which must write guidelines by December 1, 2025, after consulting safety centers, educators, and disability advocacy groups. On the ground, starting with the 2026-2027 school year, drill accommodations become a required part of these student plans, and district emergency plans must follow state guidelines for keeping students and staff with disabilities safe.
