Summary

Residents can meet, talk and invite candidates without approval. Just nothing patently offensive to a passerby.

The bill bars a property owners' association from adopting or enforcing deed rules that block owners or residents from peacefully meeting on common property, inviting guest speakers such as public officials and candidates without prior approval, or that control what they say. Associations can still enforce rules against speech or conduct that threatens public health or safety, breaks a law, or is patently offensive to a passerby. Starting September 1, 2025, homeowners and residents in HOA neighborhoods gain a state-law shield for meetings, speakers and speech that their association cannot override.
