Summary

Incidental recyclers too. The commission writes the rules.

The bill says Texas's used auto parts recycler rules do not apply to people who sell used parts casually, or who recycle parts only as an incidental part of their business, and it tells the state commission to write rules spelling out that exemption. It also requires licensed recyclers to pull all license plates and registration stickers off every vehicle they receive, not just unexpired ones, and to lock the plates up until they destroy them. Occasional and side-business parts sellers fall outside the chapter, while full recyclers take on a broader plate-removal duty starting September 1, 2025.
