Summary

Construction and road maintenance too, when feasible.

The bill requires the Texas Department of Transportation to use compost for at least 25 percent of the soil in its landscaping projects. It also tells the department to use compost in construction and road maintenance projects when that is feasible. The rule applies to TxDOT contracts solicited on or after September 1, 2025, which shifts demand toward compost suppliers on state highway work.
