Only for national estuary plans, and only when the director calls competition not feasible.
The bill adds nonprofit groups to the short list of recipients that the Texas Commission on Environmental Quality may hand a grant to directly, without asking for competing proposals. The nonprofit route is limited to grants that fund projects carrying out a federal conservation and management plan for a national estuary in Texas. Starting September 1, 2025, those estuary nonprofits can get state environmental grant money by direct award when the executive director decides competition is not feasible and a direct award is in the state's best interest.
