Summary
Competing free lanes or roads? Not the local government’s tab.
The bill bars the Texas Department of Transportation from making a local government pay it, or otherwise cover the cost, for toll revenue the department loses or might lose. It covers lost revenue caused by nearby free lanes or other roads that compete with a toll project. Cities and counties that build or improve competing free roads can no longer be charged by the state for the toll money those roads draw away.
