Summary

For utilities that were partly inside on June 28, 1996.

The bill loosens the rule that Edwards Aquifer water must be used only inside the Edwards Aquifer Authority's boundaries. Water utilities whose state-certified service areas were partly inside the authority on June 28, 1996 may now use aquifer water across their whole service area, as those areas stood on September 1, 2025. Those utilities can keep serving customers just outside the authority line with aquifer water without breaking state law, starting September 1, 2025.
