Summary

Even when their own published price is lower.

The bill lets each local workforce board pay a Texas Rising Star child-care provider the board's top reimbursement rate for that provider's quality rating, even if the provider's own published price is lower. Boards can do this only if paying the higher rate does not lower the state commission's target for how many subsidized children are served each day in that area. Child-care providers in the Texas Rising Star Program could get more money per child, starting September 1, 2025, wherever their local board chooses to use the option.

A BILL TO BE ENTITLED

AN ACT

relating to reimbursement rates for child-care providers

participating in the Texas Rising Star Program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Section 2308.3151, Government Code, is amended

by adding Subsection (e) to read as follows:

(e) Each board may reimburse a Texas Rising Star Program

provider in the board's area at the board's maximum rate of

reimbursement for the provider's Texas Rising Star Program rating

level regardless of the provider's published rate only if paying

the higher reimbursement rate does not reduce the commission's

target performance measure for the average number of children

served each day for children receiving subsidized child care in the

workforce development area served by the board.

SECTION 2. This Act takes effect September 1, 2025.
