Summary

The caregiver gets the payments instead of the state.

The bill lets a relative or other designated caregiver who takes in a child from the state child welfare department receive the child's support payments and benefits instead of the state. It touches kinship caregivers, children in substitute care, and the department, which must help assign child support rights and set the caregiver up as the payee for benefits like SSI. Child support that would otherwise go to the state goes to the caregiver raising the child, starting September 1, 2025.
