Summary

Parity rules reach plans for state employees, teachers and retirees.

The bill extends Texas's mental health and substance use parity rules to the health plans for state employees, teachers and retirees, and University of Texas and Texas A&M system employees. It touches the people enrolled in those government plans and the boards and systems that run them. Those plans must treat mental health and addiction benefits on par with medical benefits starting with plan years that begin on or after January 1, 2026, and each plan's own trustee, board, or system checks compliance instead of the insurance commissioner.
