Summary

Teachers, school retirees, and University of Texas and Texas A&M workers covered too.

This bill makes Texas mental health and substance use parity rules apply to the health plans for state employees, teachers, school retirees and University of Texas and Texas A&M system employees. It removes older language that kept some of those state plans outside the parity rules. The parity duties start with plan years beginning on or after January 1, 2026, and each plan's own trustee, board or system, not the insurance commissioner, checks its own compliance.
