Summary

Recommendations due December 1, 2026. Task force abolished September 1, 2027.

The bill creates a temporary governor's task force, housed at the Texas Education Agency, to study how Texas runs early childhood education and child care. It brings together the heads of the Health and Human Services Commission, the Texas Education Agency and the Texas Workforce Commission, along with teachers, agency representatives and governor-appointed stakeholders. The task force reviews the three agencies, sends the Legislature recommendations by December 1, 2026, and is abolished on September 1, 2027, so no program is redesigned by this bill itself.

Estimated Two-year Net Impact to General Revenue Related Funds for HB117, As Passed 2nd House: a negative impact of ($2,154,136) through the biennium ending August 31, 2027. The Texas Education Agency and other entities to which the provisions apply are required to implement a provision of the bill only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the Texas Education Agency and other applicable entities may, but are not required to, implement a provision of the bill using other appropriations available for that purpose. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
