Summary

Owners with disabilities or who identify as gay, lesbian, bisexual, transgender, queer, intersex or asexual qualify.

The bill adds people with disabilities and people who identify as gay, lesbian, bisexual, transgender, queer, intersex or asexual to the list of groups that count as economically disadvantaged under the state's historically underutilized business program. It touches business owners in those groups, the comptroller and every state agency that buys goods and services. The comptroller must set new contract-award goals for these businesses on top of the existing goals, owners claiming a disability must submit a doctor's affidavit, and state reports must sort these businesses by the new categories starting September 1, 2025.
