Summary

Hostile acts by a foreign adversary, not just terrorism.

The bill widens existing Texas secrecy rules for homeland security records so they also cover records about a hostile act by a foreign adversary of the United States, not just terrorism. It touches state and local government bodies that hold emergency response plans, risk assessments, encryption keys, federal reports, critical infrastructure weak points, and security system details, and it touches members of the public who request those records. More government records can be withheld from public records requests, starting immediately with a two-thirds vote or on September 1, 2025.
