Summary

Same treatment terrorism-related information already gets.

The bill widens several existing exceptions to Texas public-records law so that security information kept for preventing or investigating a hostile act by a foreign adversary of the United States is confidential, just as terrorism-related information already is. It touches state and local government bodies, emergency responders, and anyone who files public records requests for staffing plans, risk assessments, encryption details, critical infrastructure weak points, and security system specifications. More government security records can be withheld from the public, starting immediately with a two-thirds vote or on September 1, 2025.
