Summary

No rule, fee, tax or mandate from those three bodies.

The bill declares that the World Health Organization, the United Nations and the World Economic Forum have no jurisdiction in Texas. It bars the state, and every city, county and other local government, from enforcing or carrying out any rule, fee, tax, policy or mandate from those three bodies. It names no penalty and no enforcer, so on the ground it works as a standing order to state and local governments not to act on those groups' directives, starting September 1, 2025.
