Summary

Also the World Health Organization and the World Economic Forum.

The bill adds a new chapter to the Government Code declaring that the World Health Organization, the United Nations, and the World Economic Forum have no jurisdiction in Texas. It bars the state and every city, county, and other local government from enforcing or carrying out any rule, fee, tax, policy, or mandate of those three groups, notwithstanding any other law. No penalty or enforcement method is spelled out, so the change on the ground is a flat ban on state and local agencies acting on those groups' directives starting September 1, 2025.
