Summary

May becomes must.

The bill changes the rule for vaccine policies at certain health care facilities so that the policy must, not just may, include a way for covered workers and others to be exempt from required vaccines for reasons of conscience, including religious belief. It touches health care facilities that run a vaccine-preventable disease policy and the individuals covered by those policies. On the ground, facilities lose the option to leave out a conscience exemption and cannot turn down a conscience or religious exemption request for any reason.
