Summary

Under 100 employees or $6M a year. The labels go on the concrete.

The bill tells the Texas Commission on Environmental Quality to set up a grant program that pays back small ready-mixed concrete makers for the cost of software or databases that produce environmental product declarations. These declarations are verified labels showing a product's environmental impact. Only for-profit, independently owned concrete makers with fewer than 100 employees or less than $6 million a year in sales qualify, and they must agree to use the labels on their concrete in exchange for the money.

The fiscal implications of the bill cannot be determined because the amounts and timing of appropriations that would be made for the purpose of providing grants, the number of eligible manufacturers, the number of grantees, timing of grant distributions, and the amount of grant funds that would be provided is unknown at this time. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
