The bill creates a new advisory committee with members and a presiding officer appointed by the executive commissioner, with expense reimbursement and quarterly meetings. The caption does not promise less government, so this fires at moderate strength only.

The bill reserves seats on a state advisory committee for one named private association while every other seat is described by general category. That is a guaranteed place at the table for a single named entity.
