Summary

Small domestic and farm wells now count when big pumping permits come up.

The bill adds one item to the list of things a groundwater conservation district must weigh before it grants or denies a well permit or permit amendment. Districts must now consider whether the proposed pumping unreasonably affects registered wells that are exempt from permits, like small domestic and farm wells, alongside existing permit holders and water resources. Owners of those exempt wells gain a factor in their favor when big pumping permits are reviewed, starting immediately or September 1, 2025.
