Caption from analyzed text · version I.

Summary

No warrant, no peace officer. Straight to a mental health facility.

The bill lets a licensed paramedic detain a person believed to have a mental illness and to pose a substantial risk of serious harm, and take that person to a mental health facility for a preliminary exam, without a warrant or a peace officer. It covers paramedics who have specific authorization from their employer's medical director, people of any age who are detained, and the mental health facilities and hospital emergency departments that must accept the person. Starting September 1, 2025, paramedics must explain the reason for the detention, file a set notification form, and facilities must accept and hold the person and may not demand any other paperwork.

(3) believes that there is not sufficient time to

obtain a warrant or for a peace officer to take the person into

custody.

(b) A substantial risk of serious harm to the person or

(d) A paramedic who detains a person under Subsection (a)

believe and does believe that the person evidences a substantial

risk of serious harm to the person or others;

(3) a specific description of the risk of harm;

(4) a statement that the paramedic has reason to

believe and does believe that the risk of harm is imminent unless

the person is immediately restrained;

derived from specific recent behavior, overt acts, attempts, or

threats that were observed by or reliably reported to the

paramedic;

(6) a detailed description of the specific behavior,
