Summary

Only teach one or two? No license required. Covered operators must follow the rules for every lesson.

The bill creates a state license for businesses that teach swimming to children under seven, run by the Texas Department of Licensing and Regulation. It covers companies with two or more employees that teach groups of three or more young children at once, and it exempts licensed youth camps, licensed child-care facilities and local governments. Covered operators must pay license fees, run background checks on staff, keep instructors certified in swim teaching, CPR and defibrillator use, report serious incidents, and face fines of up to $500 per day for violations starting September 1, 2025.
