The lower match is mandatory only if the legislature raises the program's funding above the prior biennium. Without that money, the commission can skip the change. This is a common funding condition, but it means the advertised relief may never reach programs.

Summary

Big counties go from a 100 percent match to 50. No funding bump? Optional.

The bill lowers the local cash match that community mental health programs serving veterans and their families must raise to get a state grant, and it drops the 100 percent match for counties of 250,000 or more. Programs in counties of 100,000 or more would match 50 percent, and programs in smaller counties would still match 25 percent. The cut applies only to grants awarded after September 1, 2025, and the Health and Human Services Commission must apply it only if lawmakers fund the program above its prior level.

Fiscal note · version H · April 17, 2025

No significant fiscal implication to the State is anticipated. The Health and Human Services Commission (HHSC) is required to implement a provision of the bill only if the Legislature appropriates money specifically for that purpose and in an amount greater than the amount appropriated to HHSC. If the Legislature does not appropriate money specifically for that purpose and in such amount, HHSC may, but is not required to, implement a provision of the bill using other appropriations available for that purpose.
