Bill text, introduced version (I)

The existing release law lets residents petition or vote their way out, and this new exception plus the contiguity exception shut that door for any area a city has put $1 million into, with no limit on what counts as spending to develop. The caption only says the bill relates to release by petition or election and never says it narrows who can leave.

Summary

Petition or vote, it stays. No limit on what counts as spending.

The bill adds two new kinds of land that cannot leave a city's extraterritorial jurisdiction (the zone just outside city limits) by petition or election. Land is now blocked if releasing it would leave the city's remaining zone broken into pieces that do not touch, or if the city has spent at least $1 million to develop it. Landowners and residents in those areas lose the petition-or-election path out of city control for petitions and elections started on or after September 1, 2025.
