Summary
Grieving parents get counseling and a cooling device after a stillbirth.
The bill requires Texas hospitals that hold a maternal level of care designation to offer grieving parents counseling and a cooling device, such as a cooled blanket or cradle, after a perinatal death or stillbirth. It also directs the Health and Human Services Commission to set up a grant program that helps those hospitals pay for staff training and cooling devices, and a recognition program for hospitals that train staff. Starting September 1, 2025, families who lose a baby at these hospitals must be offered these services, and the state will write rules for the grants and recognition.

THE TEXT
…“shall establish and the commission shall administer a perinatal palliative care grant program”…
Bill text, introduced version (I)
The bill creates a new state grant program run by the commission. It builds no new board or fund, and the caption says plainly that it creates the program.
