Summary

Health and Human Services Commission takes complaints. The attorney general can sue.

The bill makes hospital nurse staffing data reporting mandatory, bars hospitals from retaliating against nurses who report staffing problems, and creates a state complaint and enforcement system. It touches Texas hospitals and the nurses who work in them, with the Health and Human Services Commission investigating complaints and the attorney general able to sue to collect penalties. On the ground, nurses get a state web page to report staffing and overtime violations, and hospitals face administrative penalties for breaking the staffing and overtime rules or for submitting false staffing data.
