Summary
Nonacademic fees need two-thirds of the student senate. Tie a fee to instruction? No vote, no cap!
The bill repeals about 100 specific student-fee laws and replaces them with two categories: academic fees, which a university board may set at whatever covers the cost, and nonacademic fees, which need student government approval. To impose or raise a nonacademic fee, the board must win a two-thirds vote of an elected student senate or council after a public meeting, cannot lobby the students outside that meeting, and must post its materials online. It touches every public college and university and their students, and the new rules apply to fees starting with the fall 2026 semester.
