Summary

Aggregate, concrete crushing and batch plants watch their own emissions.

The bill orders the state environmental commission to write rules requiring certain permitted plants to monitor air contaminant emissions at their fence line or property line. It covers holders or users of air permits for aggregate production facilities, concrete crushing operations, and concrete plants that do wet batching, dry batching, or central mixing. Once the rules are written, these operators must measure what leaves their sites at the edge of their property, starting from a September 1, 2025 effective date.
